A texture pack is a file that changes the way Minecraft looks. All of the textures for every single block, particle, mob, and item needs to be changed. Even the ui needs to be swapped out with custom textures. The image below on the left is a normal Minecraft world with the default textures that is built in the game. The image on the right is the same exact world with no changes. The only change is that I have a texture pack enabled. As you can see, only the textures of the world changed.
