This is a simple tutorial on how to use the /effect command.
1. Make sure cheats and command blocks are enabled in your world settings.
2. Open the chat and type: /give (username) command_block
If your username is "Steve", then you would type: /give Steve command_block

3. Place the command block down. Go into creative mode by typing /gamemode c and get a button. While crouching, place the button on the command block. Now you are ready to begin.
Open the command block. Don't change any settings. This is the /effect command format:

There is a large list of effects to choose from. Here is a full list of every effect in Minecraft Bedrock Edition:
Absorption = This effect adds extra yellow hearts to a player.
Bad Omen = This effect is a status effect that causes a group of hostile mobs to spawn and attack when a player with the Bad Omen effect enters a village.
Blindness = A thick black fog spawns around the player. You can only see about 5 blocks ahead of you.
Clear = This clears any effect a player or entity has.
Conduit Power = If the player touches water or rain, you'll receive various effects such as underwater night vision, increased underwater mining speed,
and restored oxygen.
Darkness = This is a very similar effect to Blindness. A thick black fog spawns around the player. You can only see about 15 blocks ahead of you.
Fatal Poison = This effect gives you Poison. You will slowly get damaged over time. This effect can kill the player.
Fire Resistance = This effect makes it so you can walk to fire, soul fire and lava without taking damage.
Haste = This effect increases mining and attack speed.
Health Boost = This effect gives you extra red hearts.
Hunger = This effect makes your hunger bar deplete faster than normal.
Instant Damage = Whoever receives this effect will immediately loose health.
Instant Health = Whoever receives this effect will immediately gain health.
Invisibility = Whoever receives this effect will become invisible. If a player is invisible and they're wearing armor, the armor will still be visible.
Jump Boost = This effect increases how high you can jump.
Levitation = This effect will cause you to slowly float.
Mining Fatigue = This effect makes you mine and attack slower.
Nausea = This effect causes a disorienting spinning effect to appear on your screen.
Night Vision = This effect allows you to see in the dark.
Poison = Whoever has this effect will slowly take damage. You will not die from this effect. If you have 0.5 hearts left, you will not receive any damage from this effect.
Regeneration = Whoever has this effect will slowly regain health.
Saturation = This effect prevents the hunger bar from depleting.
Slow Falling = This effect makes you fall slow. You won't receive any fall damage if you have this effect.
Slowness = This effect reduces your movement speed. This does not reduce your mining, hunger bar, or attack speed.
Speed = This effect increases your movement speed. This does not increase your mining, hunger bar, or attack speed.
Water Breathing = Your oxygen bar will not deplete when you're underwater.
Weakness = Whoever has this effect will deal less damage than normal.
Wither = Whoever has this effect will recieve 0.5 damage every 2 seconds. This effect can kill you. Your hearts will turn black.

Let's say you wanted to give all players a speed effect for 10 seconds. You would type: /effect @a speed 10
Let's say you only wanted a player named Steve to have a blindness effect for 20 seconds. You would type:

Let's say you wanted all players to have a instant health effect for 30 seconds, you wanted to amplify the level of this effect by 100, and you wanted to hide the particles that this effect emits. You would then type:
/effect @a instant_health 30 100 true
If you want to clear all players from any current effects that they might have, then you would type:
/effect @a clear
